Created last July 2005, the University of the Cordilleras Center for Social Responsibility was formed as an avenue of extension service of the University to the communities for a sustainable development thrust in improving the quality of life of the less fortunate. It has for its primary mission to institutionalize an integrative community development program in empowering the less fortunate towards self-reliance in partnership with the private and government sectors.

In the past, the University through its departments has given conducting numerous and varied community extension activities such as medical mission, tree planting activities and designing of programs that assist the out-of-school youths, drop outs and other adult learners who want to continue their formal education. However, the University felt the need to go over and beyond these pursuits if it wants to serve the larger community. It was for this reason that Project H.E.L.E.N. was conceptualized as a materialization of the vision of the University of the Cordilleras in contributing development of the community and the larger society. This undertaking brought into one concerted thrust the multi-sectoral and multi-disciplinary extension services the University is engaged in, which was packaged into one development project especially designed to assist the different communities within the Cordillera region.
