VISION

Recognized multidisciplinary research center on par with the leading research institutions in providing meaningful services responsive to the regional and national emerging needs of the country.

MISSION

To maximize the benefits of the University's scholarly research by advancing fundamental knowledge and facilitate the circulation and consumption of cutting-edge research outputs to all potential consumers, thereby, help improve instruction and access to quality of life.

OBJECTIVES

1. Collaboration and Linkages
   • To encourage collaboration and partnershipwith local and international research institutions, private and public sectors, funding agencies, and research foundations in order to convey the broad research interests of the University.
   • To foster and promote multi-disciplinary research and innovation across the University.
   • To provide a platformfor cooperation and sharing available resources in order to maximize the opportunities in the University in terms of education, research, innovation, and knowledge exchange.
   • To coordinate all research activities of the University, including those that are sponsored by other agencies.
   • To coordinate with other units of the University in identifying major thrusts and programs and undertaking studies for the improvement of instruction and community involvement.
2. Dissemination and Utilization
   • To ensure efficient dissemination of quality researchworks and other activities in the University research journal and other local or foreign publications and presentations.
   • To collaborate with the Center for Geographic Information Science (CGIS) unit of the University for the utilization of data and application of GIS tool in multidisciplinary researches conducted by faculty and non-teaching staff.
3. Support and Assistance to Strengthen Research
   • To provide the academic and administrative services and facilities needed to facilitate research excellence and knowledge transfer.
   • To support critical research initiatives in the University; to recommend and promulgate new policies on research.
   • To identify research priority areas on the micro level in consonance with regional/national/international research areas, including the research needs of the colleges.
   • To provide a supportive research environment inwhich scholars, at every stage of their career, can flourish and develop.
   • To evaluate, together with the members of the CoMER, research proposals of faculty and staff and recommend the same to the University and other local or international agencies for funding.
   • To assist the academic community in the protection of scholarly output such as licensing, patenting, and/or copyrighting.
4. Monitoring and Evaluation
   • To oversee ethical standard, administrative, and regulatory compliance of scholarly activities in the University.
   • To monitor the progress of the researches, programs and projects of the University and to make appropriate recommendations.
5. Recognition
   • To recommend appropriate incentives for outstanding local or international researches and paper presentations, including institutional recognition, publication, and recognition of another organization.
6. Database
   • To establish aweb-based data bank of useful information for research and for the University.

The best practice in any discipline is based upon sound research and professional judgment. R&DC commits to basing our instruction, scholarship, and policy recommendations on well-established principles that wherever possible, emerge from research and reflection on its implications for professional practice.

Collaboration

Collaboration is an important human activity that involves shared responsibility in promoting healthy, productive lives, and educational success. R&DC commits to work toward these goals in genuine partnership with individuals, government and non-government organizations, foundations, universities, and other groups at the local, regional, national, and international levels.

Innovation

R&DC creates dynamic, innovative multidisciplinary and applied researches using Geographic Information System (GIS) tool. The center is dedicated to continue creating innovative approaches in all areas of research work. R&DC commits to seeking new ways to advance knowledge, solve problems, improve professional practice, and expand on its successes.

Ethical Leadership in Research

In all professions represented by the college, leadership is an essential component denoting ability and willingness to help lead professional practice to higher levels. R&DC commits to practice ethical leadership through deliberate and systematic attention to the ethical principles and standards in research.

Fairness

Fairness embodies essential principles of equity and access to all opportunities in the development of research, in accordance with the principles and respect for all persons and points of view. R&DC commits to promoting equity, fairness, objectivity, and opportunity through center's operations and the University's missions related to instruction, research, and extension services.

Impartial decisions informed by credible research and thorough deliberations, including due consideration of the views of constituents and the work of other standards setters.

History

The Research & Development Center (R&DC) (Center for Research on May 2010-June 2012) was made operational on August 1, 1987 in compliance with the recommendation of the Philippine Accrediting Association of School, Colleges and Universities (PAASCU). Under the jurisdiction of the Academic Affairs, the R&DC Office was directed by Dr. Alfred-Jose J. Herbolario (1987-2007) and Dr. Ireneo T. Hilario (2007-2010). It was under Dr. Ruben C. Umaly, VP for Research and Special Projects from May 2010 to June 2012.

In the second quarter of 2010, the R&DC Office was renamed the Center for Research, under the jurisdiction of the Office of the Vice President for Research and Special Projects. The Center for Research was directed by Geraldine W. Gumagay until July 2011. During August 2011 to June 2012, the Center had three staff: Junelyn T. Tomin, Abner O. Lawangen, and Danesto B. Anacio.

From June 2012 to December 2012, the R&DC was headed by Cezario Joel C. Espejo with researchers, Danesto B. Anacio, Carljohnson G. Anacin (October 2012-present) and Danilo E. Azarcon, Jr. (November 2012 - present).

Currently, the Center is spearheaded by its OIC Director, Engr. Nathaniel Vincent A. Lubrica.
